Frank Minton — President, PGS Division Before entering consulting in January 1991, he spent ten and one-half years with the University of Washington, where he served as Director of Planned Giving and Executive Director of Development. Previously he served as Senior Estate Planning Officer and Field Director at Northwestern University, and was for six years a professor at Muskingum College in Ohio. He received M.A. and Ph.D. degrees from the University of Chicago. Dr. Minton has served both as conference chair and president of the National Committee on Planned Giving, a nationwide organization of gift planning professionals. In 1992 he received its Distinguished Service Award, and he currently serves on its Ethics Committee. He is Chair of the American Council on Gift Annuities and is an expert on state regulatory issues. He has also received a CASE (Council for the Advancement and Support of Education) Distinguished Service Award, the David Donaldson Distinguished Service Award from the Planned Giving Group of New England, and he was the first recipient of the Outstanding Development Officer Award from the Northwest Development Officers Association. He is a frequent speaker at seminars and conferences, has authored many booklets and articles on planned giving topics, and is co-author of Planned Giving for Canadians (Second Edition, 1997) and the principal author of Charitable Gift Annuities: The Complete Resource Manual. A number of his presentations have been to Canadian audiences, and in 1997, he received the “Friend of the Canadian Association of Gift Planners” award. He is on the advisory board of Planned Giving Today, and is a member of the Seattle Estate Planning Council and the Washington Planned Giving Council. Bill Zook — Executive Vice President, PGS Division A member of the Washington State Bar Association, Bill is a 1985 graduate of the University of Washington School of Law. He earned his B.A. in Religious Studies from the University of Virginia in 1979. Prior to becoming a consultant, Bill practiced estate planning law, and he has considerable experience in the nonjudicial resolution of disputes, primarily through mediation and arbitration. In the ten years Bill has been with Planned Giving Services, he has helped to establish dozens of charitable remainder trusts, along with charitable gift annuities, charitable bequests, and other gift arrangements. In addition, he has counseled the firm’s clients — a diverse group of charities, including some of the nation’s most widely recognized institutions — regarding the operation of their planned giving programs. Bill frequently speaks on charitable estate planning and related topics. He has also contributed articles for Planned Giving Today, and he is on the National Board of Gift-Planning Consultants for its sister publication, Planned Giving Mentor . Moreover, he is the principal author of portions of Charitable Gift Annuities: The Complete Resource Manual. Bill is a past President of the Washington Planned Giving Council and a member of the Estate Planning Council of Seattle. Edith Matulka — Vice President, PGS Division A member of the Washington and Oregon State Bar Associations, Edie graduated from Northwestern School of Law at Lewis and Clark College in Portland, Oregon and earned a B.A. in Political Science from the University of Washington. Among her duties at Planned Giving Services, Edie has primary responsibility for assisting charities in complying with state regulations for issuance of gift annuities. She is the primary author of certain chapters of Charitable Gift Annuities: The Complete Resource Manual and also worked on the development of our gift annuity agreement forms, which are integrated in PG Calc’s software. Edie has spoken on gift annuities and state regulation at the Washington Planned Giving Council and American Council on Gift Annuities conferences. She currently serves on the State Regulations Committee of the ACGA. Alison O'Carroll — Associate, PGS Division Alison O’Carroll joined PG Calc Incorporated in 2006. In addition to the practice of law, her background includes work in private business, government, and nonprofit settings. A member of the Washington State Bar Association, Alison is a 1989 graduate of the Emory University School of Law in Atlanta, Georgia. At the same time, she obtained a Masters in Business Administration at the Emory University Goizueta Business School. Alison earned her B.A. in Economics from the Claremont McKenna College in Claremont, California (formerly known as Claremont Men’s College). After practicing commercial real estate law at a large law firm in Atlanta, Alison made the transition to the nonprofit sector. She joined CARE, Inc., in 1993 as a Planned Giving Officer. Over the course of several years, Alison managed a portfolio of planned giving donors and prospects, closing many complex gifts including charitable remainder trusts and other life-income plans. In addition, Alison was responsible for creating the CARE recognition society for planned giving donors and oversaw centralized functions of the Planned Giving Office such as planning, marketing, and financial relations. Most recently, Alison served as the Director of Development at the University of Washington School of Public Health and Community Medicine. In that role she broadened her expertise in all areas of development as well as continued her planned giving work. Julie Goldenberg — Executive Administrator, PGS Division
